Equal Employment Opportunity

It is the purpose of this policy to comply with all Federal, State and Local laws and ordinances which provide equal opportunity in employment issues for all persons, and to prohibit unlawful discrimination in employment.

The purpose of this regulation is to establish the complaint and fact finding procedures for allegations of unlawful discrimination in violation of Minneapolis Public Schools Policy 4000, Equal Employment Opportunity

The purpose of this regulation is to define terms used in Policy 4000, Equal Employment Opportunity, and regulations implementing that policy.

Disability Non-Discrimination

The purpose of this policy is to provide a fair employment setting for all persons and to comply with state and federal law.

R 4001 A

Procedures

The purpose of this regulation is to establish the procedures for applications for reasonable accommodations in employment, or for registering a complaint, for allegations of discrimination in employment based on disability, fact-finding and response procedures.

Definitions

The purpose of this regulation is to supply definitions of terms used in Policy 4001, Disability Non-Discrimination.

Harassment and Violence Prohibition

The purpose of this policy is to establish the District prohibition of harassment or violence based on the victim’s status as a member of a protected class, perpetrated by employees, other personnel of the District or students.

Reporting and Fact Finding Procedures

The purpose of this regulation is to establish the complaint, fact finding and investigation, and reporting procedures for allegations of harassment or violence.

The purpose of this regulation is to define terms used in Policy 4002, Harassment and Violence Prohibition, and regulations implementing that policy.

Training and Notice

The purpose of this regulation is to provide guidance for the necessary training of employees, students and other personnel of the District, and the giving of notice of the District policy prohibiting harassment and violence.

Communicable and Infectious Diseases Affecting Employees

The purpose of this policy is to adopt measures designed to address the public concern that employees of Minneapolis Public Schools may attend their places of employment without becoming infected with serious communicable, infectious and sexually transmitted infections and diseases while respecting the rights of all students, employees, and contractors, including those who are so infected.

Definitions

The purpose of this regulation is to establish definitions that apply to Policy 4010 and its attendant regulations.

Family Medical Leave Act

The purpose of this policy is to inform the school community and the general public of the position of the School Board on providing family and medical leave in compliance with the Family and Medical Leave Act.

P 4020

Tobacco Use, Non-Student

The purpose of this policy is to establish and maintain a learning and working environment that is tobacco free, and addresses the behavior of employees and other non-students.

The purpose of this regulation is to define those terms used in Policy 4020.

Communication and Enforcement

The purpose of this regulation is to establish the rules for communicating the policy on employee tobacco use and to provide direction as to its enforcement.

Weapons Free Work Place

The purpose of this policy is to establish the commitment of the Minneapolis Public Schools to provide work environments for employees that are weapons free. 

R 4021 A

Procedures: Weapons Free Work Place

The purpose of this regulation is to establish the appropriate procedure to follow in the event of a suspected weapons violation by an adult non-student, employee, contractor, volunteer, or other District personnel.

Definitions: Weapons Free Work Place

The purpose of this regulation is to establish the meaning of words and terms used in Policy 4021 and its attendant regulations.

P 4024

Preemployment Drug and Alcohol Testing

Establishes the District's policy to require all job applicants who have been offered a position to undergo drug and alcohol testing before the offer can be completely accepted.

P 4025

Drug Free Workplace

The purpose of this policy is to establish the commitment of the Minneapolis Public Schools to providing work environments for employees that are alcohol and drug free.

R 4025 A

Complaints, Investigations and Definitions : Drug Free Work Place

The purpose of this regulation is to establish complaint, report and investigation procedures for incidents involving violations of Policy 4025, Drug Free Workplace.

Alcohol and Drug Testing: Employees

The purpose of this regulation is to establish rules for the implementation of the alcohol and drug testing permitted by district policy for employees who are not required to have a commercial driver’s license.

P 4026

Transportation Employee Drug and Alcohol Testing

. This policy establishes how the District will comply with federal law that requires that employees, whose positions require a commercial driver’s license, undergo drug and alcohol testing.

Procedures for Testing

The purpose of this regulation is to establish the procedures for testing for alcohol or drug use or abuse by employees or applicants for positions who are required to have a commercial vehicle driving license.

Definitions: Transportation Employee Drug and Alcohol Testing

The purpose of this regulation is to designate the Contact Person for the purposes of Policy 4026 and to define terms used in that policy and regulations supporting it.

P 4027

Suspension of Employee Charged with a Criminal Violation

Authorizes the suspension of any employee charged with a criminal violation, or upon the beginning of an investigation of the employee's alleged criminal behavior.

P 4028

Background Checks

Authorizes the administration to conduct criminal background checks on employees and others having contact with district students.

R 4028 A

Procedures

The purpose of this regulation is to establish the responsibility for and outline of procedures for performing background checks on applicants for employment, providers of services to the district, volunteers and current employees.

Workers' Compensation

Establishes the Workers' Compensation program and responsibility for its operation.

R 4030 A

Accident Reporting

Establishes the procedures for reporting work-related accidents or injuries.

R 4030 B

Return to Work

Establishes the preference for a return to work program for any injured employee, creates responsibility for management and priorities for placement.

Social Media Use

The purpose of this poilcy is to guide both professional, educational and private use of social media for district schools, departments and staff. 

 

R 4038 A

Processes and Rules for Social Media Use

The purpose of this regulation is to address the use of social media by employees for district, school or program interests; the use of social media for professional interests; and the use of soicial media for personal interests when personal interests intersect with their employee status.

P 4040

Hiring of Independent Contractors

Authorizes the hiring of independent contractors (within the meaning of the Interal Revenue Code) to provide services to the district.

P 4050

Transfer of Personnel within the Minneapolis Public Schools

Authorizes the Superintendent as the sole authority to transfer employees within the district, subject to terms of contracts.

P 4080

Employee Parking and Commuting

The purpose of this policy is to balance the needs to educate about environmental concerns, promote behaviors that reduce the carbon footprint of the District and to provide parking for employees, visitors and students that is necessary to fulfill the educational and business purposes of the District.

Staff Development

. The purpose of this policy is to establish the District’s commitment to quality staff development that results in effective use of district resources to meet the district goals, mission and vision.
